A food's carbon footprint varies enormously by category, mainly depending on whether it's animal- or plant-based and how long its production chain is. Why does beef emit so much more than other meats?

Mainly because of digestion in cattle (and other ruminants), which produces methane, a greenhouse gas noticeably more potent than CO2 in the short term, as well as the large amount of farmland needed to produce their feed (pasture, fodder crops) and their slower growth compared to poultry or pork.

Are these factors the same for organic or local farming?

Not necessarily: the production method (intensive or extensive), the origin (local or imported, with or without air transport), and seasonality can significantly change a given product's actual footprint compared to this average. Extensive farming, for example, can have a different footprint than intensive farming for the same type of meat, in either direction depending on the indicators considered.

Does cutting meat consumption have a meaningful carbon impact?

Given the large gap between categories (a factor of about 9 between beef and poultry, and about 90 between beef and vegetables), replacing part of your red meat consumption with poultry, legumes, or vegetables can have a noticeable carbon impact on your overall diet, without requiring a complete change of diet.
